Introduction
The Opiq (hereinafter platform) service is provided by Star Cloud OÜ (hereinafter Star Cloud), registry code 12731921, e-mail info@starcloud.ee, tel. 5323 7793.
This is an overview of the accessibility compliance of the Star Cloud platform Opiq and the related service. For accessibility issues we refer to:
- Estonian Products and services accessibility act.
- European Accessibility Directive (EL) 2019/882.
- Guidance materials of Estonian Consumer Protection and Technical Regulatory Authority (e.g. Guide to accessibility requirements for services).
When developing the platform, we use the guidelines of the standard EN 301 549 (V3.2.1) and feedback from users. This means that the platform is developed using a set of technical tools and principles to help users with visual, hearing, physical, speech, cognitive, language and neurological disabilities to use the platform.
In addition, it is possible to improve accessibility by configuring your computer at browser and operating system level.
At the end of the notice, you will find contact details to get in touch with if there is a problem with the accessibility of the platform.
Compliance to Accessibility Standard
In meeting accessibility requirements, we have focused on users with pupil, parent, teacher and private user roles.
Ensuring accessibility on the platform and in the learning materials is an ongoing work, and we are constantly working on it. We are aware that the platform does not fully meet accessibility requirements for the reasons listed below.
- The characteristics of the video/audio subtitles on the platform (e.g. subtitle background, character size and transparency, contours, etc.) cannot be changed by the end user. Due to this, accessibility requirement 7.1.4 of standard EN 301 549 is not met.
- There is no video/audio subtitle or description reading functionality on the platform. There is also no possibility to choose between several different audio tracks for one video/audio. Due to this, accessibility requirements 7.1.5, 7.2.1, 7.2.2 ja 7.2.3 of standard EN 301 549 are not met.
- There is no second audio track or audio description attached to the video on the platform. For example, for a visually impaired user, a version of the video with narration, where during pauses in the dialogue the narrator explains what is happening in the video. Due to this, accessibility requirements 9.1.2.5/11.1.2.5 (WCAG 2.1 requirement 1.2.5) of standard EN 301 549 are not met.
- There is no descriptive file or alternative descriptive translation attached to the video/audio on the platform. Alternatively, a file describing the content can be included in the learning content as a reference or a file that is not part of the functionality of a specific audio/video presentation. For example, for a visually impaired user, a textual description of the content of a video without sound (or an audio file telling what is happening in the video), or for a hearing impaired user, a transcribed text of the audio, including sound descriptions such as laughter, applause, footsteps, etc. Due to this, accessibility requirements 9.1.2.1/11.1.2.1.1 (WCAG 2.1 requirement 1.2.1) and accessibility requirements 9.1.2.3/11.1.2.3.1 (WCAG 2.1 requirement 1.2.3) of standard EN 301 549 are not met.
- Exceptionally, there may be parts of content on the platform whose language is different from the language of the main content and which cannot be identified programmatically - i.e. there is no "language" attribute. For example, subtitle names or when the user consumes content whose language does not match the language of the user interface. Due to this, accessibility requirement 9.3.1.2 (WCAG 2.1 requirement 3.1.2) is not met.
- Video/audio subtitles or transcription (i.e. for hearing impaired users) on the platform are added according to the capacity of the publisher, taking into account the proportionate burden and the professional competence of the publisher. In the context of requirements 9.1.2.2/11.1.2.2 (WCAG 2.1 requirement 1.2.2) or requirements 9.1.2.3/11.1.2.3.1 (WCAG 2.1 requirement 1.2.3) of standard EN 301 549.
- The mobile app can only be used in portrait mode, i.e. vertical. Use of the mobile app is optional, with basic functionality covered by the website. Due to this, accessibility requirement 11.1.3.4 (WCAG 2.1 requirement 1.2.2) of standard EN 301 549 is partially not met.
- The platform has content elements and exercises whose element states are distinguished only by colour (visual feedback). Due to this, accessibility requirement 9.1.4.1/11.1.4.1 (WCAG 2.1 requirement 1.4.1) of standard EN 301 549 is partially not met. We are on the way of creating the corresponding accessibility function.
- The platform has content and elements that are not contrasting enough. The user does not have the possibility to adjust the contrast through the platform, this can be done through the operating system. There are parts of the content and elements on the platform that are not sufficiently contrasty, even with a specific operating system setting. Due to this, accessibility requirement 9.1.4.3/11.1.4.3 (WCAG 2.1 requirement 1.4.3) of standard EN 301 549 is partially not met. We are on the way of creating the corresponding accessibility function.
- On the platform, there are images with text, when presenting the text as an image is the only way to convey the meaning. Due to this, accessibility requirement 9.1.4.5/11.1.4.5 (WCAG 2.1 requirement 1.4.5) of standard EN 301 549 is partially not met.
- The contrast of some UI elements is insufficient. Due to this, accessibility requirement 9.1.4.11/11.1.4.11 (WCAG 2.1 requirement 1.4.11) of standard EN 301 549 is partially not met.
- There are places on the platform where the label or instructions for the form elements are not clear enough. Due to this, accessibility requirement 9.3.3.2/11.3.3.2 (WCAG 2.1 requirement 3.3.2) of standard EN 301 549 is partially not met. We are on the way of creating the corresponding accessibility function.
- The platform has form elements whose states are not machine-readable. Due to this, accessibility requirement 9.4.1.2/11.4.1.2 (WCAG 2.1 requirement 4.1.2) and accessibility requirement 9.4.1.3/11.4.1.3.1 (WCAG 2.1 requirement 4.1.3) of standard EN 301 549 are partially not met. We are on the way of creating the corresponding accessibility function.
- There is no possibility to configure accessibility on the platform. Due to this, accessibility requirement 5.2 Activation of Accessibility Features of standard EN 301 549 is not met. We are on the way of creating the corresponding accessibility function.
